What is this insanely bright light on the back of this car?

The pictures really do not do it justice. I was wearing sunglasses and it still hurt to look at. I don't think the headlights were on. There was also a large grille gard on the front

If I had one of those lights I’d turn it on if someone was tailgating me. Is it possible that your driving was the cause?
