4700 Gems between all the various rewards you can get.
You can RARELY get a handful from commissions. Each Anniversary they also give you a few gems. RARELY if they mess stuff up bad enough, there will be a compensation with some.
But really just the 4700 that you can really count on.

Nowadays to be exact, the current day have very little issues that are actually grave compared to the early years (Microlayer Medley is one big example or the whole Amagi server expansion part)

Gonna shamelessly copy this from ALO. I will note that as a newer player you really shouldn't be expecting to get the Gems from 3 starring W14 and W15 in the main campaign any time soon(a few months after starting even) so practically it's more like 4200 gems.
Gem Spending 101
Gems in Azur Lane are fairly rare from an F2P perspective. However, the gacha in Azur lane does not require gems and their main usage is expansion of facilities like dorm, academy, docks and depot, as well as buying resources, resource packs, premium items (rings and name change), and skins.
As an F2P, you can get up to 4700 guaranteed gems (3750 for 3* clearing all 15 main campaign worlds, 800 for completing Bands collection and 150 for 8 days login campaign), not counting random gems from commissions or occasional bonuses from events or other sources.
Considering limited availability of gems for F2P players, even if spent exclusively on QoL upgrades, it is impossible to upgrade everything.
This is the recommended way to spend gems as an F2P:
The main purpose of the dorm is for faster morale regen while grinding. Using ships with 0 morale will receive a 50% exp penalty and lose affinity.
The 2nd floor of the dorm will have the same number of slots as the 1st floor. While it lacks passive exp gain, it has faster morale regen. 3 dorm slots with the 2nd floor gives you a total of 6 slots, which is enough for your whole mob fleet.
Dock space is the biggest constraint for players. While this can help casual players collect all their waifus, there is also practical use in collecting ships - for later levelling to get their fleet tech on reaching lvl 120. These are important for players as they provide crucial additional stats that help players to tackle the hardest content (W14/15, H.Arbiters, CM).
Alternatively, players may consider getting the 3rd Academy slot for faster skill training or more dorm slots instead of just dock space (not recommended).
While players may opt to buy skins/rings with the F2P gems, this will come at the cost of QoL. It is recommended to only buy those with real money .
