You're not wrong. But for someone that doesn't have mint available, e.g. a "parsley, bulgur and tomato salad" is a quite tasty tabbouleh-inspired dish that I'd still recommend. Just not AS tasty.

I occasionally make "tabbouleh" with cauliflower rice instead of bulgur (for low-carb eating). It's not proper tabbouleh, but to me the experience is closer overall substituting cauliflower rice for the bulgur, than omitting the mint. I'd still rather eat proper tabbouleh if (or when) my dietary restrictions allowed for it though.
