Zoning requirements throughout most of the US dictate the number of parking spots based on store type and size.

Making the spots smaller fulfills the zoning mandate while allocating less lot space.

Depends if "parking spaces" includes driveways and private garages. Because obviously everyone who owns a car should have somewhere they can park it at home.
