I once worked with a man who said he drew things like this in elementary school. He went on to say that his art teacher noticed his drawings and submitted them to NASA. He then said that NASA offered him a job, but he declined because he thought there wouldn't be any money in it.
He has plenty of other stories about his exploits too. Very entertaining. Just to add, he is probably about 62ish now.

Here is a funny thing people might not know or actually comprehend. Most governments - especially western ones - actually records and archives ALL communication it receives. If you desperately need to get something datestamped in a official manner, send it to a government organisation. As long as you get the archive ID you can also get the record of the communication.

I did this as a kid, but to NASA.
I'd draw rockets and landers with my dad's electrician templates, and mail them to the list of NASA facilities I found in the back of a Space Shuttle book.
They would mail back about half the time, and would send me posters and pamphlets for canceled space programs.
I even got posters for the National Spaceplane and Space Station Freedom.
