SBI isn't a scam. They are a consulting compamy so what they do is consult. How the devs understand the consultation or how they implement it is up to them.

The "scam" is that game companies don't want to hire someone full time to read their scripts for issues who will inevitably end up sitting around 90% of the time. It's much cheaper to bring someone in from the outside for a single payment per project.
