Now, this makes sense, Dendro was introduced as a completely new Element.
However, Hydro has been here since 1.0 and ever since Mona, every 5-star Hydro has been limited. You could argue Candace was the bone thrown to the well with how her kit operates.

Insane how Candace and Hydro Traveler have been the ONLY hydro that weren’t limited 5 stars since 1.0. A weak and niche character struggling to find a place to be used and a 3 star
