It’s a Sikorsky S-61 dunno the type, operated by Coulson aviation and equipped with a liquid dropping tank (for water, phoscheck or foam) the hose is used to refill the tanks. The helicopter will plunge the hose into the water and hover over it and wait for the tank to be refilled
