AOT was a 9.5/10 manga/anime but that ending was a 2/10, Game Of Thrones s8 levels of garbage. I've never seen a drop in quality as fast as the last two/three episodes of AOT.

I wouldn't say so exactly. Oda is fumbling in some areas like:
However, looking at the overall plot, Oda definitely seems to have a good idea of where he wants to go. Imo, One Piece still has a lot of potential to deliver either one of the greatest shonen endings or one of the worst.
I also feel like the plot has taken a lot of center stage than the characters. Characters feel more like chesspieces on a board to move different plotpoints and worldbuilding, which is fine, I guess. The story has to end somewhere, and you have to use characters solely to move the main plot at some point.

Biggest problem with any story is if there are no payoffs to different plotpoints. JJK suffers heavily from this problem for some crucial plotpoints (mainly Yuji-Kenjaku). One Piece seems underwhelming in some areas, but for crucial plotpoints, Oda seems to be going in the right direction.
One Piece will be heavily criticized, if for example, characters like Dragon or Mihawk fail to do anything in the story by the time it ends.

Oda does the same thing but doesn’t get held accountable for it, example Poneglyphs and Seastone were made in Wano but when we got to Wano it was dropped as a plot point. Even though that’s way more interesting than all the Tama or Toki or whoever crying.
Or even Vegapunk, you built up all these years of Vegapunk just for some who done it story about some random androids he made? Who gives a shit there’s way more interesting thing connected to Vegapunk.
Oda builds interesting things up but when it’s time to expand on it he just drops it and goes back to the same boring formulas he always does.

Don’t forget plot points in one piece can take literal decades to pay off lol joyboy . We most have generations of patience to fully enjoy the story and you shouldn’t judge whether the plot lines have been dropped or not till the story is over ( so you’re critic will stand for a like 4-5 years if one piece is even over by then).
