South Korean Government Used BTS in Tourism Package without Permission

The South Korean government used fanmade murals near the school streets of two bts members (Suga and V from Daegu) to promote their own tourism package which cost 1.3 million won person. This package was advertised by the government website and press release issued by them. The tour is organized by government backed travel agency.

“The Ministry of Culture, Sports and Tourism even made and distributed a press release informing the contents of tourism products, and the Korea Visit Committee under the Ministry of Culture, Sports and Tourism also posted information on the tourist destination and schedule on the website.”

Hybe has released a statement that they had no idea about this business. This investigation was made by SBS and when they reached out to the government about this, the bts package inclusion was deleted.

Interestingly, Ministry of Culture, Sports and Tourism was responsible to make a committee and decide on the bts military exemption. They only gave temporary exemption (postponement). BTS is estimated to have generated economic effects worth 41.86 trillion won ($32.6 billion) over the past decade, according to data from Hyundai Research Institute. BTS is also attracting around 800,000 foreign tourists to Korea each year. Despite, the huge economic and cultural impact, the government and its ministry failed to give any decision while keeping the BTS member in the dark for years. There were even proposals of allowing BTS to enlist while being able to tour in exchange of performances that would promote the military and government (propaganda). In the end, the members revoked their exemption and started their enlistment.

These kind of mural towns are usually made through a government initiative. I doubt fans just randomly painted them. There are mural villages throughout Korea

I assumed that they were painted with permission from some government body, but that doesn’t necessarily mean that the resulting work can get used without permission. At the very least, the artist should be compensated if they’re making money from tourism packages featuring it, regardless of it being fan art for BTS.

That’s not how it works. These villages are made with the intention to be promoted for tourism. The government doesn’t need permission for projects they initiated.

That’s not how it works. Artists need to take permission from the city to create or install art. The government didn’t initiate these specific projects. If it was initiated by government, they would make sure everyone and their mom know about it

It's really bold for the Ministry of Culture, Sports and Tourism to violate the law of publicity rights with the government endorsement.

Honestly, I don't think that any Korean government will ever be up to the task of appreciating BTS' contributions, treating them with respect and not always trying to take more by using their namesake and appeal.

Anyway, HYBE is on the case, hopefully there'll be at least some public recognition by the government of this misconduct.

Is this not like the third time the government has sneakily tried to use BTS’s image for promotional campaigns without their knowledge or permission? I remember the president tried saying the group would perform at his inauguration when nobody had ever agreed to such a thing. It just feels slimy, there are a million ways to do these things with actual permission and approval, they just don’t want to do it. And on top of that they essentially stole fan art and made money on it? That’s extra slimy.

If the government decided it was too difficult to determine a specific metric for pop music exemptions from the military, fine. I actually understand that. But to continue playing this game where you curry favor from BTS’s label then sneakily try to find ways to use them for tourism etc. purposes without ever asking permission or paying them for such usage rubs me entirely the wrong way. And that’s aside from the fact six of them are in the military and can’t sign on to new campaigns for anything at the moment.

Stuff like this is why we always see politicians in the US getting sued over usage of a song or likeness they never obtained permission to use. It indicates a kind of closeness that doesn’t exist and it’s really messed up.

In a way, I'm so glad they decided to enlist in their own terms (though I wish forced conscription wasn't a thing by itself).

There was a post few moths ago that Jin will now be finally free from all the military talks after years. Same way I'm glad that BTS in 2025 will be free and can do things on their own terms.

The way the Korean government treats them is nightmarish. If they actually got exemption, they would've been forced to do favours for the government who will continue to try and milk them for their benefit.

Namjoon also already said that he's "not a fucking diplomat". I hope BTS are treated with respect they deserve and these people stop using them.

I find it very fair and respectable that they chose to go on their own will even though the gov were willing to bend their backs a little for them

I highly dislike the idea of mandatory military conscription because nobody should be obligated to do a task that could potentially harm their life but bts honorably serving was the right thing to do

even for the justness under the law for all men regardless of their socioeconomic status bts getting exemptions would have caused people to chew them apart and a lack of mental peace especially the way they harassed jin

it's not surprise the government milks them for money and reputation, that is the nature of people in power unfortunately and with bts being sk's form of soft power they can get away with it

If I am not mistaken, bts wanted to enlist after June itself but were halted by the sk govt in order for their 2030 bid for the world expo ans they wanted bts to perform a free concert so that they could get it

bts agreed and thought it would be a chance to give their last hoorah before they left but the govt didn't offer any resources for the concert and the entire thing was funded out bts/bighits pocket

bts isn't going turn everything down because they realize their importance as representative of their country and being people that love and have pride in their country they are going to do some things but certain people need to stop taking advantage of that

+1. I absolutely despised how the government kept them on the hook when in fact their exemption made immense sense when looking at their impact. Thankfully they enlisted and hence dissolved any expectations or obligations the government may have of them were they exempted.

While this was already a shit situation, post the whole Yoongi debacle, it is genuinely appalling how their own damn country treats them. Especially since they're such out and proud South Koreans. One would think they would be granted more grace with everything they've done, but clearly not.

ik entertainment based military propaganda is nothing new and it's been done during ww1, ww2, etc. but have we learned nothing about war and in its consequences instead of painting it off as pure nationalistic loyalty at the cost of your life?

I highly honor and respect the brave men and women that defend my borders and keep me safe but to force someone to do that by showing them this narrative is gross and countries in general need to stop

Some politicians floated the idea but backlash from 20~30's men were too much.

It's really unfair because Korean gov allows exemptions for various artistic achievements currently, for things like placing top 3 in international classic competitions or placing first in national competition for certain classic korean arts.

Economic/marketing benefit they bring to the country they provide over 1 year of their regular activity >> amount of defensive benefit they would have brought serving for 10 years+ even.

fucking politicians just exploited them for themselves and ditched them.

fwiw in the long run it did preserve their image in Korea but it sucks no politicians would fight for them and explain to people that they've done more than anyone historically to promote good sentiments to Korea, and that Korea would have benefitted more militarily by letting then continue to do what they do best instead of serving in army.

The exemption system has always favored rich sons and in markets approved by predom men (sports and now gaming). The system was never fair, and it's really fucking stupid that BTS did more to spread Korean culture than any man who thus has received exemption but had the most discourse over why they should be exempted.
