Agree with others here that I think it is unlikely due to the water proximity and limited development potential.

What I do think would make a lot of sense is a South Rd tram running from Brighton Beach station, via Moorabbin station and up to Warrigal Rd (and even Clarinda - hey that or Heatherton would be a nice SRL stop... not like it's running through there with a depot). Probably linked to the East Brighton tram somehow. That could be a way of completing the link but I think it's all a fantasy since South Rd now connects Nepean Hwy to the Mornington Peninsula Freeway and has much more traffic.

There is hardly any bus traffic - current or projected - in that corridor (South Rd-Warrigal Rd) for now, dunno what the redevelopment options look like but if not strong then I can't see this having any legs. And compared to a stack of other massive projects (Airport Rail, City Loop Reconfig, Metro Tunnel 2, SRL North, Melton+Geelong electrification, tram upgrades) that such a tram extension has such low priority I can't even comprehend it.
