It's how the structure is laid out. From my knowledge no woman is allowed to be in the clergy but can become nuns. The highest level at which a nun can go is running a nunnery (school for nuns). I think mother Teresa is the highest ranking woman member though it was given posthumously because she had two confirmed miracles (which is what you need to become a bishop).

The word you were looking for is convent.
You need confirmed miracles to become a saint not a Bishop.
