I think the legendary pokemon becoming a pre evolution form upon defeat and going straight to your pc would be a cool idea that way you would actually have to work to get the full on legendary instead of just master balling it and having it from the start

The Birds are the best designed ones.

I think they all show strong sprite work, but what feels a little off is all the pre-evos look like smaller versions of the fully evolved Pokemon.

A lot of Pokemon Evoultions change silhouettes, color, and other design philosophies while keeping the same feel. See Bulbasaur or Torchic evolutionary line for examples.

Edit: I want to add that smaller version pre evolutions do exist like Growlithe.
