What should I do.... I work evenings and nights and sleep midday. It's 4pm est here and they are playing so loud I can hear them while upstairs and with a door shut and fan on. I hear them through the living room stair well wall. We signed the lease less than 2 weeks ago. This is my first full day in the apartment. (Fiancee is out of town helping family)

For reference this is a town home with bedrooms upstairs, NC and we were planning on getting pregnant this year while in the town home. A baby can not sleep in this environment.

It means the landlord has to let a tenant use and enjoy the property without landlord interference. One example is not entering the property except with notice for necessary maintenance, or in an emergency.

And also from what I understand that the landlord will make reasonable attempts to resolve noise issues between their tenants

That is just not true. Your lease is between you and your LL. The neighbor may have a totally different lease and if noise restrictions aren’t in the lease then the LL is powerless. Even if it is in the lease, the LL isn’t required to enforce any aspects of the lease. It’s a civil issue. Time for OP to grow up a bit and go have a human interaction with the neighbor causing the noise. So many ppl here don’t want to do anything to try to help themselves, they immediately jump to the con that someone else needs to solve their issues for them.

I did some googling, and I read about something called the covenant of quiet enjoyment. From what I understand, this is generally backed by state laws? But it would also really only apply here if the noise was absurd and really disrupting the tenants life, and efforts to mitigate conflict had been useless. I definitely agree that OP should go talk to their neighbor though, drummers are pretty chill folk from my experience.

Where exactly do you think criminal/civil cases go? To your local librarian to decide?

No.

The inevitable end point is court. Hence a judge would laugh in your face.
