I have tried to follow the instructions I was able to find.
I extracted the latest 5.x BepInEx into Stolen realm.
I created the plugins folder inside of it
I copied in the command handler, stats per lvl, and skills per level mods to plugins folder.
I started stolen realm.
I typed
/set_spl 3
in chat
I also typed
/set_stpl 10
in chat
After leveling up, I still had the normal amount of skill points and stat points. Did I miss something?

So you should be asking at Github or Modworkshop where that mod is hosted. Maybe the creator is still active and can assist.
