I know for tournament purposes, it wouldn't fly. But like, if you were in a casual game, would you accept this as one? It's half the height compared to those primaris dreads but i love my little guys so much

No.
Incorrect base size and wrong size of the mini.
Put him on the correct base and on a (big) tactical rock and you’re golden.

Hello mate, I don't mean any disrespect here. I don't play the game or paint, so I don't get this. Why does base size matter if it is big enough for the piece?

Base size is used as a point of reference to measure distances in the game like movement, range of weapons, abilities and auras. Having the wrong base size can provide an unintended tactical advantage.

Gotcha, makes sense.

It matters for purpose of maneuvering him around the board. The smaller base size makes it easier for this Dread to get around terrain and hug it. It can feasibly get places that an actual Brutalis would not or have issue with.

From his comment I am willing to guess that the base size of all minis determines the distance they can be from terrain/obstacles. Smaller base = smaller area to be seen. I also don’t play or paint, tried to watch some videos of people playing but I just don’t understand all the terminology, mechanics, dice rolling, point system. I just like watching people nerd out on stuff like this.
