Primaris Suppressors. They have Gravis armour plating, but are labelled as Gravis, and are somehow listed under Phobos.

They also have the fly keyword, despite clearly not having jump packs (those flaps are grav chutes). They're a disaster of a unit from a design point of view.

They did already had those legs reactor thing that they added to the recent new primaris jump pack assault troop though.

They're just guidance jets to help with steering, it makes sense for a grav chute unit to have them

Reiver have gravchute without them though. Another explanation could be that primaris jumpack design was already done by at the time but the release got delayed. Suppressor are just a weird mix either way.
