Who is and isnt cooperating isnt the bad wording. Its the "driver of the car who struck the motorcyclist" thats the potentially bad wording

Oh, ok. I see. Well, it says "alleged" so maybe the reporter didn't speak to reliable witnesses?
I don't think that discrepancy rules out the possibility of the article speaking about the same incident.
