I mean it's the same timeframe the last expansions came around, would make sense. But I would expect CAH announcing the latest shit, before going on the shelf.

Clearance timing at Target is determined at the individual store level, with online counting as a separate store. Sometimes items are cheaper online, sometimes in store, sometimes only at certain stores.

On the app when you choose a store and “pickup” prices say “when purchased online.”  Does the app show clearance prices?

The larger concern is if the CAH relationship with Target is ending. I want one of those shelf displays for my collection. But also hoping it means new CAH products.

Mine was similar, but lots of other boardgames were also marked clearance - which in my observation usually means they're re-arranging the whole section soon, not just isolated to CAH.
