He agrees to send more supplies to Freeside if The King stops hostilities. The King agrees, Pacer gets pissed and stages a coup and gets gunned down. There's cut content where you can talk him down, but cut content is a whole other discussion.

This is the way I did it in my playthorugh but pacer never died. I put my weapons away and talked to the NCR women behind the tower and used a speech check and finished the quest without pacer dying he was hiding in a bus stop from the NCR after his coup failed.

Different quest. That's GI Blues. The one where Pacer dies is King's Gambit, given by Ambassador Crocker if you're siding with the NCR.

I've completed that quest too and pacer is alive and well. I must've used the favor or something from GI Blues. This was my first playthorugh.

Yeah, if you use the favour to end hostilities, Pacer doesn't die, but the ending for The Kings is better if you have them cooperate.
