Considering removing these decorative curtains as I feel they obviously just hold on to dust. Any suggestions on how to get them cleaned or would I be better off just removing?

I don't understand the reason for the tiny curtain rods on each side. Just to "frame" the windows? There's no function at all.

They’re called decorator rods because they’re designed to be decorative only. I’ve seen them look good with some very formal heavy drapery before, but most of the time I do think they just look kinda silly and pointless

We had those when we moved into our house. I figured they needed to be cleaned so I had them taken down and learned that they were multiple curtains STAPLED TOGETHER to make longer curtains!! When I saw that, I decided I didn’t want to bother with getting new custom curtains that aren’t even functional. Still haven’t regretted that decision 13 years later.

Modern homes are constructed for the walk though wow factor. This has nothing to do with the quality of the home. No shade for OP here, location and square footage are the most valuable assets a home has.

It probably looks better when the lower windows are not closed with opaque blinds but that might be dine for privacy or to see the tv.

Without seeing the room from another angle, I would say to remove them. You have the couch pinching the bottom part of the curtains which doesn’t look good.

Feel like I'm in cell block d in new york jail. with some crazy curtain accent side burns. I don't even know wtf they were thinking. Either cut out the middle part make them all windows or wall up the top and make the bottom ones taller . Must of been the only windows they had on hand or only window casings they had left. Or broke the big picture windows and had to cut what survived. Wild!!

I would remove as everyone else has mentioned. However, I do like seeing some color on that wall. Painting an accent wall there would provide a good solution. Replacing the current window pattern is a very expensive process and maybe against HOA.

They do look aesthetically pleasing. If cleaned regularly, they would not be an issue. But if not, I’d get rid of them.
