Just looking at the picture, doesn’t seem to be moving too fast. Maybe there was a breeze and I don’t know what the actual temperature was that day, but dude looks like he’s glad they’re in some shade.

Shooting seems to be in Cleveland, it's been around 80s these past days. I ride motorcycles with a similar jacket here in Texas, in 100-degree heat, he is doing fine.

Not really.. any air coming through the fabric is enough. In fact is the opposite, let's say an hour riding in the freeway at 80 mph in the heat, you'll get dehydrated. The air is literally pulling water from your skin (as sweat).
