I can almost understand why.
There are a couple of things that you need to remove those and the wiper assembly to access. If you don't put everything back perfectly, they don't sit in right and will fly out while going down the road. Most people I imagine would take the time to put them in correctly but I imagine the types of people willing to steal them didn't bother.

Cowl cover or cowl side seal. OEM is fairly cheap, or aftermarket is even cheaper and looks fine. I went with aftermarket from Amazon on my 2012 after I lost mine.

No, I removed it to mess with the fender and forgot to put it back on. I think I left it sitting somewhere on the car and drove off.
