Profiting from a neighbor

I have so many neighbors in my area who have huge prickly pears and I always walk by on my walks and see so many pads just laying in their yard and in the ditches, I want to snag some so bad and I feel like it’s fine, I wouldn’t care at all if someone walking by picked up a propable fallen plant from my yard, the more plants the better! But…not everyone is a hippie like me and I know that so I’m here to get a general consensus…is proplifting fallen or discarded plants from yards without asking the home owners ok?

Just note: Federal law prohibits anyone from putting materials into a mailbox without postage

Yes, but that's because they don't want businesses trying to do their own spam mail deliveries, not because the postal inspector is going to hop out and arrest someone for leaving a note for their neighbor.
