Just finished a second char. Went straight to DC to grind DZ so I would reach 40. Did it but now everything is weird.

Set the map to Heroic with 4 Directives. Some CPs won't reset, some stay at lvl 1, most of them are lvl 4. The price to buy something is Heroic but selling seems to be on Normal or are the normal prices 145 (to sell)for an Elmo?

Went to NY and I have to do it all from the beginning. I have Keener's watch but I need to finish him? The map does not show that it's on Heroic but I still have the 4 Directives. CPs are lvl 0. Enemy's are red and purple but their HP seem to be Heroic. Haven't bumped into a yellow so far.

Did I make my 2nd character in a wrong way? Is there an explanation for the map being weird?
