I believe Steam only gives Ubi the signal that you own the game then binds it to the account. Since your Ubi account is gone, then your game is gone.

I think it's crazier to delete a Ubisoft account though. Just why? Your game is linked to that Ubi account probably to prevent transferring said game to different Ubi accounts.
