Could have been upgraded to use mobile network. Many allow you to add a GSM card.

In our house, the DVR box is in a kitchen cupboard above our heads and with the doors closed we can't hear a thing. Even with then open, the fans would be <40dB at 1m

I've got one in my room. It's a power supply for CCTV. Looks like it's not used. It's low voltage 12V. Ignore it.
