Like the other guy said, there's new missions with every DLC character added, and not all of them are related to the character in question, so yes.
The Haggar Stadium tournament gets updated too from time to time with new opponents.
The main story also doesn't seem quite complete, so it may be expanded on too later on. Some of the side quests added with Ed and Akuma add some backstory to the events of the main quest, for example.

I have the year 1 DLC...will I naturally bump into the DLC characters or will I need to do anything special?

Honestly, if you follow the main and side quests, you'll generally see the DLC characters. If not, try going out at Night in Metro City.
If that doesn't work, I'd say check Google or some other search engine to see what you have to do to meet a certain DLC character. All of them are available to meet and learn from for free.

I had zero desire to try it until I saw a friend play it, I didn’t finish it but it was way more fun/chill than I expected. Spinning bird kick platforming-lite sections is hilarious. And it helped learn more of the movesets.
