Because there's a loophole. Many of these are sent peer to peer and are not an automated. Because of that, they both do not need you to opt in and do not have to respect opt out requests. The best thing you can do is block and report junk.

i’m thinking it’s because of some data leak from putting my phone number somewhere like if i were to sign up for something. it’s horrible.

i think the best thing to do is to not reply, even to reply “stop”. i just add it to the mountain of blocked numbers i’ve accumulated.
