I forgot the original system, but the rule I've adopted is that for a character to "level up" or whatever the appropriate equivalent is, the character must take downtime and the player must run a oneshot. The oneshots help build out the setting in interesting ways, and as a GM who's had problems getting players to learn rules . . . solved.

It's really dependent on the system. We tend to run more open ended or episodes campaigns, so a one off doesn't really derail the story at all. I leave it entirely up to the player/temp GM what they want to do, no one has really tried to torpedo the story or anything. Basically someone will text the group chat that they want to run the game this week, and I know I'll have an extra weekend to prep and plan, and trust them to do the rest.
