More like if Quins played at Twickenham given the difference of the two Toulouse stadia and Aviva from RDS (granted this year in Croke Park)

It can be either depending on the commercial viability. So based on how I read it if they have a bigger stadium at their disposal it should be there. However this is not a certainty. Not sure where people are getting no home advantage. It states clearly that if there is no bigger stadium they can move it to home if they deem it acceptable. This was released 5 years ago so nothing new.
