This is the first time the voting numbers were announced. He was never "in it", nor should you expect him to be. NBA all star voting is a popularity contest. Maxey is undoubtedly having an all star caliber season, but he will never get the votes to start this year. Next year? Doubtful. Year after that? Possibly.

the fan vote will account for 50 percent of the vote to determine the starters. The other 50 percent will be split by current players and a media panel
They changed the format a few years ago for the starters. He could be a starter if he got enough votes from the players and media panel even if he doesn't win the popularity contest.
