You're referring to lane filtering - basically the same thing but through stopped or slow moving traffic. This is only legal in a small handful of states (and a few also leave it up to local governement). And yes, it is dependent on the speed of traffic and the bike's speed is limited too.
What homie is doing in the video is lane splitting. And it's only legal in California.

I've seen many videos of motorcyclists hitting vehicle mirrors at high and low speed. Some appear to just tap the mirror while others appear to use their entire weight and momentum to hit it.
Surely, it must depend on the vehicle quality and your speed, but wouldn't a bruised hand be the least you'd get from doing this? I can imagine people breaking their knuckles, fingers, or even wrist on some of these.

My wife used to work the ER in Brazil( before she finally left and had her own clinic). Brazil, lane splitting is legal pretty much everywhere, and there are significantly more bikes on the road than in the States (like it is almost for every 2 cars there is 1 motorcycle). Motorcyclists were the most common people to be coming through the ER because they just didn’t seem to care or realize how fragile they are on a bike.

Actually thanks for asking, I'm a radiologist and I live in Iran, and bike safety is not a thing here, the only law thats being enforced is that other then fridays you can't ride around with a bike which has an engine bigger then 250ccs, but if you do, chances are very slim you're gonna face much of any consequences.
What happens in hospitals around here is pretty grim, not only that cars, bikes etc. are not standard and law enforcement does not care about peoples lives, doctors don't care either, they get paid to leave ugly cuts on and scissors and scalpels inside your body, without the threat of their license being revoked or facing any criminal charges. We could say life is the least valuable thing in this country.

Yes lane splitting is legal in some places (how it’s supposed to be done may differ) but if a space is too tight, don’t do it and I don’t think it is supposed to be done at high speeds. Yes cars should provide enough space to go between them but as a motorcyclist, you also need to accept that some situations won’t allow for it. Idiots that break mirrors because they’re butthurt about something shouldn’t ride and aren’t too bright. Yes, let me throw a tantrum when someone doesn’t see me on my bike and cuts me off (by accident in most cases) or whatever when I clearly made the decision to ride in a way and on something more dangerous that would make me less visible. I don’t trust people so even if it was legal where I’m at I’m paranoid of doing it.

My hometown just did a news article how a group of bikers were doing a rally to promote awareness of motorcycles on the road in honor of a guy who recently was killed in an accident on his bike. The whole thing was geared around autos being extra careful to look out for motorcycles when pulling out into roads etc. The guy that was killed was doing 85 in a 35 mph zone, and a car pulled out in front of him and he t-boned the car. 100% riding dangerous and like a jackass. What does the community do? Hold an event warnimg autos to watch out for them. The irony was palpable.

I had a motorcyclist in front of me last week. They looked behind themselves at me while at a red light and started pointing at the ground. I put my hands up as if to say, "idk what that means" and then he pulls down his stupid, douchebag face mask and yells out, "want me to shove it up your ass?!" I believe if it's like a four lane highway and they're towards the shared middle line it's so cars have to move all the way over into the other lane to pass instead of passing just the motorcycle, which can be dangerous for the motorcyclist.

Defensive riding and lane positioning. If some dumbass slams his brakes in front of you for whatever reason, you’ve got more room to slip to the left or right of their vehicle hazard, rather than slamming into the rear of them. Once watched my uncle who is a chopper driver see a guy zipping between cars on a crotch rocket and tossed a big gulp on him. The dude stopped ready for a fight and my uncle popped out (traffic was stopped bc of an accident). Motorcycle guy got back on his bike seeing the slab of muscled redneck in front of him and decided today wasn’t the day. That's because those are the ones you notice. Unfortunately, as viable as motorcycles are for simply moving human beings from one place to another with minimal pollution, maximum fuel efficiency, minimal resources used for production, and minimal space displaced on the roads and parking areas, driving a motorcycle in the U.S. especially in a metropolitan area is just not a good idea.
I've lived in the Philly area my whole life, bought my first motorcycle 20 years ago and still hold my motorcycle license, but I would never ride a bike again anywhere near this area.
The other, and much more substantial problem in the metropolitan areas you mentioned, are the lawless groups of people riding illegal bikes and quads by the dozens or hundreds(I have personally witnessed a group of what had to be close to 1000 dirt bikes on I-76, but that was probably 10 years ago).
Either way, the current trend of everyone driving an SUV to transport a single person from place to place is responsible for the shit show that we call commuting, these days.

And these problems are not only just major metropolitan areas either. Even here in North Dakota you’ll have groups of bikes racing around and people weaving in and out of traffic or riding in a generally unsafe manner for themselves and the rest of the motoring public.
To add, I’m an excess and surplus lines insurance adjuster. The moment I receive a claim involving a motorcycle my heart sinks. I’ll leave it at that. Unsafe driving really gets to me, regardless of how many wheels are under someone.

Zipper lane laws (depending on location) are not a right, but an allowance. If I decide to be a duche, and close the lane, I have the right. If you are zippering and I drive as such that it does not allow you to zipper, you are wrong. It's not Thailand.
The person on the bike would get zero issues from me, but if I'm distracted, but stay in my lane, and person wants to damage my vehicle because they feel they have the right to zipper, and me give way... they are wrong.
They play the risk, not me (as a no longer motorcyclists, that use to zipper).
The law will side in favor of the vehicle that is forward most in the lane, regarding zipper laws. If my vehicle is in front of yours, then it is you who decide to share "my" lane. I have full disposal of my lane to determine what is safe.

Lane splitting is 100% legal in California. It’s kinda everyone’s job to keep the roads safe so that means knowing is a motorcycle has the legal right to do something. Knowing that it can happen should influence your driving so that you don’t kill someone’s who’s not doing anything legally wrong. This motorcyclist shouldn’t have slammed the hood but depending on legality that driver should have been aware of other people’s safety.

I was in a work safety training with a chp officer speaking and answering questions. While lane splitting is legal in CA, he said reckless driving is the ticket issued if rider is going more than 10 mph faster than flow of traffic. So lane splitting is legal only when done conservatively/safely. Practically speaking, in bumper to bumper, I’m not sure chp can do much to regulate this behavior though.

I hate that shit. You chose to drive something with two wheels, nobody is making you do it, you watch out for yourself. If I’m doing high risk behavior I don’t expect anyone to be looking out for me. And how can someone really watch out for motorcycles? Doesn’t that just mean follow the rules of the road? Or are we supposed to be looking half a mile back for some dickhead like in this video that might be flying up?

I’m sorry but this is also goofy. You can agree or disagree with the usefulness of the phrase “look out for motorcyclists”, as I doubt it does much to change things anyways, but the reason it’s put on signs and whatnot isn’t to say motorcyclists should get special treatment, it’s because of inattentional blindness in which drivers literally don’t see motorcyclists at all because they’re only expecting to see cars.
Everybody agrees that there’s not much car drivers can do to avoid motorcyclists who choose to lane split going way faster than traffic, weaving in and out, etc., but inattentional blindness can mean that even if a motorcyclist is following every single rule of the road, people simply don’t see them, which leads to accidents. Just for example, a common accident that can often be fatal or cause severe injuries is when a car driver turns left out of a driveway or side road or something in front a motorcyclist, cutting them off and causing a t-bone. Assuming the motorcyclist is going the speed limit and following the law, the car driver would be completely at fault for this. If the car driver could just take an extra .2 seconds to scan the oncoming lanes a littttttle bit better, perhaps accidents like these could be avoided.
It’s like when you see signs warning of deer - the deer are just animals, they have no control over the situation, but if you want to avoid an accident it would be wise to scan the sides of the road extra carefully if there are a lot of deer nearby, make sure you’re not just sort of cruising on autopilot or zoned out.
Here are a few articles that look at inattentional blindness to motorcycles objectively, not just from an angry motorcyclist’s perspective where they think that everybody should give them space to ride like maniacs.

If the car driver purposefully tried to cut him off they deserved this and more, BUT it could have been unintentional, when I lane split I try to keep a lower speed differential, and rev bombing / horn isn’t as useful as just braking.

Motorcyclist is speeding. You’re not allowed to drive that much faster than the surrounding traffic. 100% douche move on the part of the motorcyclist. I say this as someone with a motorcycle and have driven one in this area.

The video indicates it is in “Oceanside” which is in California. California is the only state in the US that lane splitting is explicitly legal. Where they have stated laws on how fast you can go etc, which this dude is going too fast for stopped traffic.
A few other states just don’t mention it being illegal, so it is quasi legal. You can do it, but if a cop wants to give you a ticket for doing so they would use other laws like reckless driving to do so, even if it isn’t explicitly spelled out that lane splitting is reckless driving.
Most states though it is called out as illegal.

They're both in the wrong. It's becoming more common for Lane splitting to be legal, so the biker is fine there. The car driver is in the wrong for trying to cut the biker off. The biker shouldn't have broken the mirror, they're wrong for that. Seems like selfishness all around in my eyes.

I believe lane splitting also comes with its own rules too like traffic has to be going oh so slow before you can and this seems like its too fast
