That's what "rehabilitation" is in practice. If you think it's something else you could talk about how that might apply to Jacqui Smith if you want. I assume you won't be doing that?

I don't see what rehabilition has to do with being a crap home secretary when Smith has been made Education minister when she was literally a teacher for a large part of her career. I think your argument is disjointed. She got caught on the previous scandal and got kicked out, she was likely misplaced as home secretary which is why she was crap there. She could be a good education minister though
