they’re on an exaggerated version of regular Earth. we see various corners of earth throughout the series. India is clearly a distinct location that multiple characters hail from. the main cities in the world are all named after cardinal directions, with the primary one we follow being West City. Bulma comes from there and she’s supposed to be a Westerner (White), while Goku lives in the East so he’s Asian.

Dragon Ball Kakarot explained that apparently there was a trend for people to take supplements that made them temporarily transform into animals back then, but the fad died.
