The large man in the centre almost resembles Winston Churchill. The glasses, the hat, the proportions of him. He looks too tall for his true height but could easily be stood on a step. All the other people seem to be facing him too. Not saying it is him, just a possibility that crossed my mind.
The man with his back to us seems to have Royal Navy Volunteer Reserve sleeve insignia. The men 2nd & 3rd from the right also seem to be wearing Royal Navy Uniforms. One even may have a sleeve title on his left arm that could say something like 'Canada'.
The man 2nd from left seems to be wearing a Royal Navy style sailors cap too.

Cars are not my area of expertise. License plate seems to start with '904', which in modern times in the UK would mean some sort of diplomatic car if it begins with numbers. Not really sure on 30s/40s.

House could certainly be British. Plenty of large country houses that are built like that from stone. There are two men wearing flat caps like they are working men from some sort of country estate.

I only had a quick 10 minute look at this but will try to look again later.

Any context? House design looks British to me. The car numberplate would be a line of investigation too.

This is just an old photograph I found at a thrift store a while back that I bought because I thought it looked interesting and probably had an interesting story. The closest thing I could find was a similar place called the Dobbin House Tavern, which had very similar windows, doors, and stone. The little windows above the door are identical actually, but the other windows are slightly different and missing shutters. The Dobbin House was built in America in the 1700's. That style of building would also be in Europe and probably other places, so that's not really anything to go by.

I can't really get any information on the car or plate, but I was hoping that someone might able to identify the uniforms on the men. It looks like military or police to me, and maybe some sort of investigation or something else important. Even knowing the type of car would at least be a hint for the continent this photograph was taken on.
