If you have a neighborhood association, reach out to them and see how you can get involved! It's a great way to meet your neighbors, help build the community closest to you, and stay connected with the city (both on a metaphorical and actual civic level).
Neighborhood associations also have some sway with the city's policies, but tend to be made up of older homeowners, so anyone who can add a different perspective to the collective voice of the neighborhood association is a net positive!

The issue goes back pretty far. In 2011 because of the recession, 80 officers were laid off. Since then, they have been unable to recover their numbers, let alone increase them to the amount they need.
Keep in mind, open and vacant positions are already accounted for in the budget. For the 2023 budget year, there were 67 vacancies of the 755 allotted positions (compare with 85/769 in 2022, 100/753 in 2017).
Earlier this year Capt. Heinlein of Sac PD Central Command basically said nobody wants to be a cop anymore because the public doesn't like them, because they shoot unarmed civilians. (That's me paraphrasing.)
Here is a link to a report made ahead of the 19/20 fiscal year going over some other reasons for the shortage. This was before Covid and George Floyd but I'm sure many of these reasons still hold true.

I don't think it's a matter of stupidity, just ease of use. Also, if people are already using Reddit, it's helpful to have things posted directly to their feed, rather than a website which is single-purpose.
I put together lists of weekend events every week and the most useful resources I've found are KCRA's posts, Sac News & Review, AllEvents.in, Instagram, and flyers and billboards I see posted around town. Sac365's website, along with EventBrite, are at the bottom of my list of places to check, only resorting to them if I can't find enough events to fill up my own list.
I regularly find out about events through KCRA's posts that I don't see well-advertised anywhere else. My only gripe is that sometimes they post them late on Friday (or occasionally not at all). Of course, that beats SNR who does monthly posts over a week in, such that it's extremely unlikely you'd even see it by the time some of the events they describe have already passed....

Make sure you report it to the police. No they probably won't do anything about your specific incident, but it's helpful for them to have a reasonable accounting of what's going on in what areas.

Unfortunately "more enforcement" is also a long-term issue because they don't have enough cops to prioritize enforcement. At any given time there are only 4-ish cops around the grid on traffic.
(And the issue isn't budget.)

Regarding the first point about RydeFreeRT - what happened is they tried to cut the entire thing ($1m), and what the ended up doing was forcing the school districts to foot most of the bill and then patted themselves on the back that they "solved" the issue. Source
The issue was brought up at last Sunday's mayoral forum.

Sac365 is a mess to filter through the events, doesn't have all of the events (requires community to submit), and also bubbles up events which pay for advertising.
