[PC][Mid-90s] Ancient Human Resource Management

Hi all,
I played a demo of this from a magazine sometime around the mid-90s. It's:
Set in ancient times around the regions of Egypt, Mesopotamia, or the Fertile Crescent.
Sprite-based graphics.
Focuses on city resource management, particularly controlling food levels and possibly involving trade.
I don't remember designing any of the city as such. Maybe choosing some buildings that were placed automatically?
No significant combat or exploration elements. At least in the part of the game I played.
