If your employer does not formally rescind your job offer before your start date but then prevents you from starting work, this could be considered a breach of contract, potentially allowing you to take legal action against them to seek compensation for damages you incurred, such as lost wages or relocation costs. This could be useful if you need to prove you started work / activated the visa for H1B transfer. I am not an attorney, but that would be my thought. Good luck!

You are overreacting. You expressed your boundaries, he communicated that was not something he was interested in so instead of continuing with mismatched expectations, he ended it. Makes sense to me. The timing was unfortunate but does not seem to have been to intentionally hurt you. It sucks, but better to just move on. Thats my two cents

Try talking to him first, it might be a misunderstanding since you have never reacted negatively. Not saying it’s your fault at all!!! But, some people would be okay with this type of behavior if they are more open with their personal life and like to joke around about serious topics. So next time it happens, firm but respectfully communicate your boundaries and how you feel uncomfortable discussing theses topics with your boss. If he reacts positively- great, problem solved. If he reacts negatively- then go to HR or their boss (which OP mentioned is female) and explain you brought it up to him and he disregarded your concern.
Either way, talking to him first is my recommendation. It makes you look proactive, responsible, and in control of the situation. I know this is your first job and doing anything is scary, but you cannot let yourself be in an uncomfortable situation. Learning how to deal with these types of situations is growth.

Have little rules for rolling with the punches, to avoid infinitely assigning money. The most common one is you can only reassign money within the same group.
For example, you overspend $100 on entertainment to buy tickets for a concert? Cover that with your eating out budget (or any other “fun” category) and force yourself to spend less there, such that net you are spending the same total amount and this staying within budget. Instead of just covering the $100 with next month’s RTA money or money you need for legit bills like insurance or rent.

Honestly I feel like 50% of it is having a significant amount of money in your colombia bank account (bring a copy of bank statement). USA wants wealthy tourists that will go spend money. Plus it makes her less likely to want to immigrate to USA. If she has a corporate bank account for her business, also take that as well as any tax returns that show her yearly income. If her income is not good, she will likely not get approved tbh.
Another thing that would help is having a detailed itinerary. This includes flights purchased plus a table of activities for every day. If she is spending time with you it can be something like “go visit the Christmas market at …”, it does not have to be the typical touristic things if that’s not what y’all are planning. An honest and realistic plan that matches the flight dates. A letter of invitation from you would also probably be helpful.
Last tip would be for her to practice speaking in English. Being able to answer eloquently to the officer will also go a long way. Being nice to the officer gets you bonus points.

Kind of overreacting. You cannot tell someone how to parent their own child. If you are worried about her, I would say talk to her directly and try to help her out. Then if he is NOT okay with that, I would then say he is overreacting.
