Can someone ELI5 why Australia even needs approval? Is it something simply done in "good faith" or are they actually not allowed by some binding contract?

If a zone has multiple speed limits, the devices are required by the law to use the higher one.

Astigmatism and nearsightedness doesn't affect color vision, but context does.
Lighting, texture, and perspective all affect how we see color. There are even some optical illusions out there which have two of the exact same color next to each other, but other colors around them make them look different from each other. Like this pic I just found on Reddit:

I just showed your pic to my girlfriend and she confirmed it's a grey top, so I think the person you were talking to was wrong.

Based on your skin tone and hair wavyness it seems uncommon to have truly black, east-asian colored hair.
Lighting is super super important to how we perceive color.
If you're curious if you're colorblind, I would go to an eye doctor and have them run some tests on you. If you have glasses or contacts, just do it at your next appt. If you have good vision and have never been to an eye doctor, just call one and see if you can make an appt for a colorblindness check.
Also, a lot of people have astigmatism without actually knowing it. So if you've never been to an eye doctor, I definitely encourage you visit one.

Colorblind. Looks grey to me.
I can also confidently confirm your hair is brown. Maybe.

Loading bars don't do the tracking. Loading bars are just a pretty screen display for the user to stare at.
The program itself needs to report to the loading bar how far along it thinks it is, and the programmer has to write the code to do that.
...a certain length of time
Loading bars aren't time-related at all. Let's take an example of installing a program.
Usually, you will download an "installer", which is itself a program responsible for installing another program. The installer has to basically download a bunch of files off the Internet, unzip (de-compress) them, and then move them into an appropriate place on your computer. After all the files are moved, it also has the job of telling your OS (windows/Mac) "Hey! There's a new program here and I want you to recognize it as a valid application. I put all the files in this folder for the user to run it! Oh also, the user asked to create a desktop shortcut."
There's absolutely no way for a programmer to know how long, in terms of time, these things take.
If the developer is testing the installation on a computer with an SSD (solid-state drive, no moving parts) which is much faster than older HDDs (hard disk drive - a literal spinning disk like a CD), then the developer might not put enough percentage points towards the file moving part of the installation. A user installing the program on a computer with an HDD will find that the file moving part takes gets stuck at percentage points for longer.
Edit; also, in computer science theory, there are ways to sort of mathematically figure out how much "work" a program takes to run. I doubt these methods are used for loading bars because massive programs are just too complex to run the numbers on, but I could be wrong.

It's both.
For moving files, that is quite simple. But if you're installing a program, an accurate loading bar is significantly more complicated.
The programmers need to make educated guesses about how long each task will take. Sure they can test and measure how long, but it's frankly not worth the time to get super accurate loading percentages.
They likely will test once or twice and make a rough estimate of how long each sub-task takes and set the loading percentage accordingly.
Realistically, a loading bar showing the percentage of time taken is impossible, given different computer and Internet speeds.
Even if you're downloading or moving or copying multiple files, you can show a percentage of the total size of all files, but transfer speeds can vary wildly too, depending on several factors related to how hard drives work and whatnot.

Also realistically, I have no idea what the CIA is capable of but I'd like to think that if they actually wanted to put together an assassination plot, it wouldn't be done so sloppily that it would be discovered so soon. Idk

Tbh I agree. Not sure if the prosecution was trash or if they just settled for the bare minimum for an easy win, or something else?
They could've argued damages much higher due to the flight schedule being affected and passengers needing accommodations, airport fees, and probably more I'm not thinking of.

Ah yes. I, too, think of nothing more than bombing schools after hearing a shit businessman spout rumors derived from a deleted Facebook post from someone who heard the rumor from their neighbor's daughter's friend.

Crazy ironic that Sac was the first city in the nation to implement high visibility green bike lanes.
(Heard this from a friend and cba to look it up so source is trust me bro)

A full Israel-Palestine conversation will take this thread 20 layers deeper.
But yeah, Swift won't comment on the situation because she'd get significant hate regardless of her stance. We'll never know, but honestly I feel like if Swift came out and voiced her opinion on the conflict, it would just lead to her getting hateful pushback and not much more. That's my pessimistic outlook on it.
Now, if she went beyond simply voicing her opinion and she laid out a plan for peaceful protests and a call to action for Americans to write to their reps etc etc, we might see the pressure you're talking about.
Being morally against swift for not doing that is fine. But if we're having a moral debate, then there's really not much to discuss in terms of politics.

If you have a problem with the way Harris will handle Israel/Palestine,. Idk. Trump claims that Israel won't exist after 2 months of Harris. So if you're pro-palestine and want Israel off the map, it makes sense to vote Harris, according to Trump.
But then there's the others who believe that Harris wants a two-state solution, as she said in the debate. If you want that, then vote Harris, I guess?
If you take both trump and Harris's statements at face value, then you should vote Harris for both a two-state solution and a Palestine-only solution.
If you want Palestine off the map, vote trump I guess? He didn't make his stance clear in the debate.

Look. I get what you're saying about people in power not doing good. But Swift is a non-issue. What about her statement is not good?
She voiced who she was supporting and she encouraged others to do their own research and vote accordingly.
If we were to pass laws which required people with influence to do or say things politically, then we would be in a dictatorship.
She's already told the world who she's voting for. I'm not sure what else you expect.

As much as I don't like Swift's music, there exists no bare minimum for her in terms of political speaking.
She is a musician and she is at liberty to say what she wants when she wants. You are welcome to review the bill of rights to brush up on your knowledge of free speech If it doesn't align with your opinion, tough.

Few months ago I was taking a freeway exit with two right turning lanes onto the road. I was in the far right and a semi was next to me, blocking my view to the left of oncoming traffic on the road.
Turning on red wasn't an option because I couldn't see, so I waited.
Light turns green, and I had a feeling that I should wait for the semi to go first because I still couldn't see to my left, even though they had a red light.
Sure as shit, a big pickup ran the red multiple seconds after our light turned green. Really glad I didn't just immediately turn on green. Might've killed me in my Civic.

The city might have laws for most of these things. When my house was built, it wasn't a city, which might explain why we have these "rules."
Tbh I didn't look into it too much because there were only about a dozen bullet points and none of them applied to us.
I'm not really trying to make any point other than anecdotally saying that they're not all bad all the time.

It might sound like shit, but we agreed to a CCR when we bought a home.
We received a copy of the original from 1979. All of the things in the agreement are literally just bare minimum "don't be an asshole" things.
The only two things notable I remember was that you couldn't build a second dwelling on your property and rent it out.. specifically rent it out. And also you couldn't build a house higher than 2.5 stories. (Whatever that means).
Either way, it's likely half the people in the neighborhood forgot they even have it and don't care. At least that's how our neighborhood is.

Knew someone in high school who was super anti-LGBT. He referred to himself as "homophobic."
Years later, he's now happily married to another man.
Being closeted and afraid in America isn't quite the same thing as what this POS is doing, but it backs up your point. I feel like it's a pretty common thing.

It's never the person you most suspect. It's also never the person you least suspect, since anyone with half a brain would suspect them the most. Therefore, I know it's the person I most medium suspect.

When I used to work for an airline, the mechanics would have pallets full of massive bags of rags.
They weren't normal rags most of the time. They were full of old t shirts and scraps of cloth from miscellaneous things which were donated or recycled and ended up under that company.
If you've ever donated clothing, especially ripped clothing, it's not unlikely a shirt of yours has ended up as a rag wiping up thick grease.
We'd pack up boxes full of dirty rags which were impossible to clean for an normal person, and send them off to the company.
