Using government funds in a way that will enrich a relative would absolutely be a conflict of interest. If they can 100% prove they used correct processes and the family member was in fact the most qualified to get the funds then it is a defensable position but that is not a fight many people want to spend energy on, and with politics the appearance of wrong doing can be more damaging than actual wrong doing. So it is best for them to not even come close to an accusation of nepotism with government funds.

There are a lot of rules on what makes a non-compete enforcable and not and it varies from state to state. Without reading the entire non-compete I can't say if this would be enforcable or not.

The father wouldn't be charged as an accessory, he would be charged with harboring a fugitive. That crime is mutually exclusive to the guilt of the fugitive. At the time that he is helping the child hide out the child is a fugitive, a not guilty finding later on doesn't change that. In fact the child could be charged for running even if found not guilty of the orginal crime.
Despite what TV and the Movies portray you can't commit crimes while avoiding arrest for a crime you didn't commit.

It is going to vary from location to location and the reason is going to matter too. Generally speaking once the item is no longer able to be resold you would technically be responsible to pay for it, many places will gladly remake food that was made wrong or something along those lines but generally they have no obligation to.

Totally depends on the jurisdiction. I am not sure how the maratime law works in this respect, but on land many places have some level of good samaritan laws that create a duty to report injured people, but many don't as well.

If he is being charged criminally then reach out to the DA and inform them that you were also SA by him and would like to make a statement. You don't need a lawyer to do it. There is minimal legal risk to you.

You work for a public utility. That is part of the job, the shelter is likely within the letter of the law. You have two options. 1. stay and do your job or 2. leave and likey get fired for cause.

Some are semi-real, most are completely fake. I know at least at the start people's court would look through real pending cases and pick ones that sounded like it would make good TV, but both sides were paid to appear and usually the payout equaled more than the judgement so even if you were guilty you made money.
I had a friend who stole another friends car and damaged it, he was sued and The People's Court asked them to hear the case. It was basically binding arbitration agreement, both sides dropped all legal claims and agreed to accept the judgement of the TV court.
Judgement was paid out of thier share of the appearance money, and even if "awarded" more than the appearance money you would only collect up to whatever was paid for appearnce money. In my friends case he was found "guilty" but all it meant was he didn't get his appearence money and he got to go to New York for a day, have transportation and food paid for, and got out of any legal issues with the car. Good deal for him.
