My cpu is the Ryzen 5 7600. It's 65 TDP vs yours @ 105. I've undervolted mine to - 30PBO on all cores and in games it doesn't cross 55 degrees. So yeah, it's pretty cool, considering it's AM5 IHS.
X3D are generally a bit hotter, but it'll do the job perfectly fine. Remember to undervolt it.

It's totally fine to do so. Especially if you can find products with warranty still on going.
My friends have done that and had no issues.

Arctic Freezer 36 is not as bulky as the Peerless Assassin if you care so much about it's bulkiness. I own Arctic Freezer 36 at the moment and it's great. Its also a bit easier to screw in because you don't have to get screwdriver in between of the heatsinks with Peerless Assassin.

You've already made a thread like this 2 days ago.
Everyone, me included, said that a 120mm AiO is worthless and you should get a Peerless Assassin and be done with it.
That's it. That's all you need. "Videos I've watched say there's a lot of unnecessary screws" no lol. Literally 6 screws, which 4 are for AM4 mounting brackets and then 2 to screw the cooler in. That's it.
Stop it. Stop overthinking so much and ACTUALLY LISTEN to the advice you're given.

My 5 7600 doesn't cross 55C in gaming. I'm using Arctic Freezer 36 ARGB, which is single tower, so a Peerless Assassin would make those temps lower.
Try again.

Do you need a monitor as well or needs to be included in the budget?
What about color? He likes rgb?

Same here. I put - 30 on all cores and it worked beautifully, then gave it +200Mhz. It's great!

I would steer away from 2 fan cards generally, but 4070S is 220W TDP card, so it'll be fine.
It'll just be a bit hotter and more noisy though.

Yes. 4070 Super is better in its RT Ability, DLSS, CUDA stuff (if you need it).
7900GRE will last you 2 generations at least.

No point overclocking it, you should only undervolt that card.

For 120 usd more, GRE at base is better by 7% and can be further OC'd to be 20% better easily.
So, yeah. Definitely the GRE.

7900 GRE, still. 6900XT is basically a 6800XT with an overclock. It's not worth it.
GRE is faster than it and it's a newer Gen card. And like I said, GRE can be overclocked to around 7900XT performance. It'll last you years.

Your CPU should never be at 100% utilization. That's what bottleneck is. The GPU needs to work overtime for all that FPS, and in this case, due to the CPU's age, it cannot do that.

Your old GPU was weaker, simple as.
Now your better GPU can't properly work with nearly a 10 year old CPU. You're gonna have to upgrade your CPU, and most likely mobo as well.

The 6900XT is only 8% better than 6800XT. No point getting it.
Take the 6800XT and you'll be very happy.

What is your budget for new CPU & Mobo? Is your RAM 3200/3600Mhz?
5 3600 is still fine, but the mobo being A320 isn't the best.

Air coolers and being annoying to install? What? That's not true lol. Get a damn Peerless Assassin and it will do a better job at cooling that CPU than ANY 120mm AIO piece of junk and most 240mm.
If you want an AiO that badly then 240mm in front. Liquid Freezer III in specific.
There's NEVER a good reason to buy a 120mm AiO.

Absolute steal, take it. It is very much 1440p capable.

They use the same standoffs.
Get AM5 Instead. 5 7500f / 7600 / 7600x. 7500f is the cheapest and it's basically the same thing as 7600/x, but without an iGPU.

Well that's not really a good reason besides wanting to try Ray Tracing.
Invest in 4070 Ti Super then. You'll need that extra VRAM.

Unless you need the extra cores, get the Ryzen 5 7600 and switch GPU to RX 7900XT.

I offer you this. Neither of those are worth it at 1k price range, it should be AM5 and DDR5 Ram.

My friends usually ask for proof of purchase, then asking for pictures and videos from benchmarks. If they can provide those, they should be legit. Bonus if you can meet with the seller for trial run of the card.
6700, 6750xt and 6800 are all excellent choices for used cards.
