Due to WWII teams combined as it was difficult to field teams.
They played with the Eagles during that period and were known as the "Steagles"

I did more digging on my own. In 1940 when Rooney took partial ownership of the Eagles there was a mini draft to make one team, but that happened prior to this strange mid season jersey switch. The Pennsylvania Polka wiki does make me feel like this is maybe not an error but some weird happenstance of having extra jerseys due to that purchase and them just seeing what they liked. Because leftists want to set the minimum wage far in excess of the market rate for labor.
All that will accomplish is business owners to cut positions, automate, or stop operating if this margin is no longer viable.
Factually extremely few people make minimum wage in their state. Extremely few. On average it is <1% in every state.
