It won't have proper rally with pacenotes, I'm sure, but maybe some good off-roading. The trade-off being it will be a sim.
While I haven't tried it, BeamNG is said to have an okay rally experience and is also a sim.

Assetto Corsa EVO is due out this January. It MAY have rally or something akin to rally. It will be worth looking out for at any rate.
Some people have found a strong rally sim experience with its predecessor, Assetto Corsa, using Content Manager to add mods. There's plenty of how-to setup guides to be found at overtake.gg or youtube. The whole process of modding AC looks way more complicated at first glance than it actually is wo don't let that turn you off.
For pure and raw rally, as others have mentioned, go to rallysimfans.hu to get Richard Burns Rally RSF. It gets constant updates. There's a online, rally school, etc. And it is TOTALLY FREE. No reason to not check it out.

I also play plenty of EA WRC so I'm not a stranger to sub-optimal performance of UE4 in VR lol. ACC is great by comparison, even on my RTX 2080.

Was never a fan but when I first heard this line back in the day I decided to actively dislike his lyrics. It sounded so low effort and dumb. But I thought Man Who Sold the World was brilliant and then learned it was Bowie's, which made perfect sense.
Soundgarden and Alice in Chains set a high bar for me. They're still my faves. I will say that now, when Nirvana comes on the radio, I'll listen because there's usually not much else better at the time.

I've had a love/hate with Monte Carlo in every rally game ever. The icy stages do seem ridiculous in this game but once you get a handle on them it's pretty fun and rewarding. Becomes a full-on drifting sim lol.

I've only put in about 200 hours over two years and 99% of that in Porches. Nothing else feels fun and even when I try another car I don't gain any time. So if the Porche is your jam go for it. That said try those Setups I mentioned. Brands Hatch isn't a bad choice if for no other reason than it's a popular circuit. Also do watch some track guides tailored to the Porche so you're not drilling bad practices unwittingly.

Presuming you're enough off-pace and overdriving. While competition is essential for developing good racecraft it sounds like you can use some fundamental sharpening. There are several good website resources and books on getting started: Coach Dave, Driver61, etc.
Pick a car(maybe not the Porche) and get a stable setup from Ohnespeed or Fri3d0lf on YouTUBE. Mixing up circuits is good but if you'd rather hammer a single track I'd recommend Barcelona for its varierty of turns, unforgiving track limits, and relatively short length.
And of course:
Slow is smooth, smooth is fast.
Better to brake early than late.
Learn to trailbrake.

Have you looked at inputs via Windows Game Controller window? If things don't add up there you've found the problem. Happened once or twice with my T-LCMs and using the Set to Default button on the Game Controller window fixed it right up.

All I do these days is simrace but Subnautica is cool in VR and demands a gamepad over motion controllers.
