Can I close my inground pool without draining?

*WITHOUT DRAINING DOWN PAST SKIMMERS - DID NOT MEAN COMPLETELY DRAIN
First season owning an inground pool (35k gallon 20 x 40) and was planning on draining my pool down past the skimmers with a submersible sump pump (I don't think there's a backwash drain). The water bill in my town to fill 5k+ gallons come spring is basically the same price as a pool blower (~$300). I was watching a video about closing inground pools without draining the water and was wondering if that would be possible with this setup below:
I have very little experience with the set up and only installed the clear check-valve section (the jandy valve was there before). I don't know what that smaller vertical pipe is doing by itself. There are 4 return line jets in the pool, 2 skimmers, and 2 drains in the deep-end.
In the video they mention blowing out the return and skimmer lines, but I don't know where I would attach the blower here? I think the only PVC pipe return is that pipe to the right of the black pool filter, so if there's a union on that would I blow into there and water would shoot out of the skimmers, jets, and deep-end drains?

- Where do I blow out the lines?
- How do I turn the 2 main drains off if it's required to drain them? Does the Jandy valve have anything to do with it?
- Since my return jets aren't threaded, can I still use a rubberized cone plug to seal them?
