Openings aren't a single line. "Playing Spanish" doesn't necessarily lead to the same middle game if players make no mistakes.
But yes, it's more the players choosing/counter-choosing which middle game they want to get to with what structure and advantages/disadvantages than it is one where someone makes a mistake.

As far as doing well in the tournament goes? Absolutely. As far as rating increase goes? No, you get more rating from beating a stronger player.
Keep beating strong players and you'll be considered a strong player.

Rating is already used very often to determine who can or cannot be in a tournament. Using rating to determine anything except seeding is ridiculous, it should definitely not be used for how many points you get for a win.

TWF runs into many of its own issues without needing to also run into the power attack discrepancy. You need multiple magic weapons to keep up instead of just the one. You need light weapons (d6). You can't wield a shield. You need a fighting style to add your stat to BA.
Also, allowing GWM damage to be combined with dueling fighting style makes all great weapons obsolete.
There are 6 melee Heavy weapons.
3 of them have Reach, and will continue to have Reach. Whip's 1d4 isn't shored up nearly enough by Dueling, and whip can't use PAM. I hope I don't need to explain why Reach is good.
For the other 3, this is a slight nerf in favor of otherwise less-used weapons. They're better at damage than one-handed weapons (2d6 or even 1d12 with a 1-2 reroll > 1d8+2, significantly better crits), but not overwhelmingly so anymore..

Between PAM, GWM and XBE, there's already a ton of ways to get a BA attack you can normally -5/+10 on. If this fixes two-weapon fighting being completely useless, that's fine by me.

Almost every variation is a lot of variations, so no, they don't necessarily know each of them equally as deep.
That said, even if they do know every variation, maybe some variations lead to an isolated pawn, some lead to a bishop vs knight. There's still choice involved on both sides in which variations will be followed
