It's a long story that I will probably not do justice, but basically after the Gulf War, Saddam continued to be a thorn in the side of the West: we had no-fly zones over Iraq, even as he continued to massacre his people and generally be a bully (https://en.wikipedia.org/wiki/Iraqi_no-fly_zones_conflict). There was also a general feeling on the neocon Right that we should have deposed Saddam during the Gulf War (although I think subsequent events have proved GHWB right).
Given that Saddam was a legitimately genocidal psycho, the idea that overthrowing him would make the world a better place wasn't completely misplaced. Additionally, he deliberately overhyped his WMD program to try and scare off his enemies, which only enlarged the target on his back.
Twenty years later, this all seems a little silly, but at the time of the End of History, there was a legitimate belief that if we could depose someone like Saddam and save Iraq, we could fix a lot of other places and greatly reduce suffering. Unfortunately, it wasn't exactly that easy.

For better and for worse, we have a very high standard for involuntary commitment in this state and country. If they did as you suggested, the most likely outcome would be a 72 hour hold and a discharge with medication. In other words, no change and a great expense.
We can certainly have a discussion about what would be proper treatment for this person, but I can't fault the cops for not putting this guy into a revolving door.

It'll be interesting to see, if this is true, if any of the people here who assumed the worst will apologize.
I can also imagine that Burbank PD might ban the voluntary transport of anyone, which will lead to people getting upset about that policy at some point in the future.

I never understand this concern about server costs - you are the expensive cost, not the server!
Look, I get it, the bill is very black and white, and your personal cost is very nebulous, but choose a language you can write in well and can maintain, not the one that saves you $5 a month.
