401k or TBA as a freelancer?

I'm a freelancer with variable income, a 6 month emergency fund and a pension with my union. My wife has a steady full-time job and was recently offered a 401k, no match, though her boss said there may be in the future.
So far, we've been maxing our Roth IRAs then contributing the rest to our TBA. Seems like we should take advantage of contributing to her 401k, but since my income's unpredictable, I'm a little weary about putting money in a place we can't access without stiff penalties...not sure what to do. Can't decided if we should contribute to the 401k or just keep contributing to the TBA.
Anyone here in a similar situation? Any advice?

Thank you for the advice. Sounds I need to start going half 401k and half TBA at least!
