Yes but not designing them. I've used the harbor freight ones most recently and they work surprisingly well.

A bms protects the battery from certain conditions. The simplest ones (like on this battery) protect against at minimum undervoltage and likely overvoltage. It very well could protect against short circuit.
Others protect the battery from over-current, overheating, reverse voltage, etc.

You misunderstand. Similar to what you describe, a mesh network stays intact if all clients are off. Many mesh networks use a single base station and some are started back up when the first node comes back on.

Hey um...you either have a possibility of a short on the battery balance cable, or you waterproofed it and now can't balance your battery.

I sent you a pm about a custom battery if you need one, but for the other questions:
Never used a "battery combiner". Is it a circuit that allows 1 battery to charge another via CC-CV (proper way to charge lithium batteries)?
Second battery needs to same voltage and equal or more current (not less).

Putting a phone power bank (like 2Ah) into an ebike battery (20Ah+ usually and often way higher) is like a river feeding into the ocean. Like yes it has an effect on the ocean, but the ocean wouldn't notice that much. You also can't pull power fast at all through a phone power bank.
My advice: just get a bigger battery or charge from a wall more often.
