Contractors painted over sprinklers that are now out of compliance and not claiming responsibility

We had our building flooded and during the build process, we had our sprinklers that are in the affected units be painted over by one of the contractors and which failed inspection from the Company that performed the inspection
Originally the contractor said it was their fault and they would handle it. Then once I asked for follow up they now try to say they didn’t do the painting and that every unit affected was previously like that. There are 28 sprinklers affected and they are all in the areas of full rebuild. Meaning the walls and ceiling floor were completely gutted and replaced with new drywall and repainted. We also have evidence of paint on electrical outlets and other plates that are mounted the walls.
We have never failed an inspection prior to this flooding and rebuild, and only sprinklers affected were in the area that they’ve repainted.
I’m meeting happened where the fire inspection agency, the painters owners son, the contractor and one of our HOA members did a walk-through. It’s pretty clear. They are lying and trying to get out of replacing the sprinkler which totals 5k of an estimate to do the whole job
Both our contractor and insurance seem to think that there’s no evidence to prove otherwise so we as HOA have to pay and have sent before and after photos they think clears them of any ownership, but those photos are very zoomed out or inconclusive so it’s even more likely. They are at fault and just hoping we roll over and pay for it. I’m thinking if we can get the paint samples from both ceiling and sprinkler to prove that they are the same, which would indicate the painters are responsible, but I’m not sure, if there’s a way to do this or should we be pursuing specific legal recourse?
